What is a flag hoist?

A flag hoist is two or more ICS flags displayed together on a halyard to form a coded message. The receiving vessel decodes the hoist using the International Code of Signals publication. Hoists of two to four flags cover the vast majority of standardized operational messages, including medical, navigational, and distress signals.
How is this different from studying a printed flag chart?
